AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the authority “often end up with the same two parties”, regardless of the user’s question or command, the regulator explained in a report published ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the user’s input exactly matches the stances of these parties, the study pointed out.

Official Warns Against Using AI Chatbots for Election Advice

The vice-chair of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”

Voting Background and Political Landscape

Netherlands citizens vote on 29 October in an election that will be keenly observed across the continent for the performance of the PVV.

The right-leaning group of Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have ruled out an alliance with the Freedom party, implying the party that comes second is highly probable to supply the future head of government.

Inadvertent Prejudice Attributed to AI Operation

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
